I live in south county or oakville which is south of the city obviously by about 15-20min and i was wondering if theres any apartments in or around south county or oakville that will rent out to two 17 year olds as long as a parent co - signs?

Very few if any. Your parents must sign period, not cosign, as your signature legally means nothing when you are not 18.
Most LL's will not rent to minors even if parents sign, too many liability issues.

Legally you have to be 18 or older. No landlord will rent to 17 years olds. Even if you are 18, it is going to be hard to get a place unless you have an adult co-sign for the place. You'll have to prove the landlord your income is enough to support a place. Have savings in place to prove your case to them.

Very few will because it is illegal to allow unsupervised minors to live alone. Just wait until you are 18 to play house.

You can't enter into a binding contract at 17.
