is there any evidence to this theory?

if the government changed from federalism to confederalism, the states would have more power. Is there any evidence to this? please help

    The US operated as confederacy from 1781 to 1789, under the articles of confederation. This was abandoned in favor of the present scheme because the "confederated" states were as a whole too divided and weak to be effective as a single nation.
