How can I approach a "gay" guy? Tips?

I'm a 20 year old, gay guy. I take the light rail train system to a community college I attend. I'm a little shy and kinda self conscious. I'm not really boy crazy nor am I looking for a relationship but it would be nice. Anyways, there is this guy I've noticed for the past couple of weeks. He usually takes the same light rail as me and gets off at the same stop. I dont think he's gay but he wont stop staring and giving me glances. I know I'm not the best looking guy, so all these stares got me curious. I also stare back at him. But nothing more has happened. Anything I can do? Tips? How to start a conversation? Help!

Update:

One more thing... He often wears earbuds or headphones... Urgh

    i agree with todd, but i would start with a compliment like "nice shoes" and just build from there :)

    why not casually sit by him and casually start a conversation. maybe with:

    "how's it goin?"

    "where you're going?"

    ect.

    try your best to hold a conversation
