    For a normal distribution, 99% of the population will be contained within 2.3263 standard deviations of the mean. So for you, 99% of the breaking strengths will be contained within 5±(2.3263*1.5) = 5±3.4895 or between 1.5105 and 8.4895 pounds per square inch.
