Problems with my electricity?

I live in an apartment complex and for the first month everything was fine. Then I got the electricity bill switched over to my name, since about that time the electricity in the front half of my apartment has been flickering. Nothing goes off completely, but everything flickers. I tried unplugging things and it will stop for a while, then start up again. I don't know if I should contact the apartment office or Entergy, themselves. I also don't know if I should worry about this and could it damage anything I have plugged in?

    Flickering or dimming lights indicate faulty connections or arcing in the electrical circuit(s).

    These are safety issues as both can be a source of ignition for a fire.

    Contact your apartment personnel; this is their responsibility.
