You can only install linux on it if the netbook has supported hardware. Unlike x86, ARM hardware is not standardised and a distro needs to be tailored to a particular make of arm hardware. Even then it may not work 100%, ie no sound or wifi or graphics acceleration, etc.
Having said that, there are very polished releases out there that are tailored to run on particular ARM based netbooks, and you may just be lucky enough to have one. Do a bit of googling.

Do some research on a company called "Lenaro".
They have a short list of Linux Distros for ARM.

I have seen Android, Arch, and Debian put on cheap netbooks. But you must look at the processor of your netbook to see which one you can replace CE with. There are many different kinds with many different processors. So do your research.
