In Texas, do I need to own a motorcycle in order to get a motorcycle learners permit or license?

Do I need to have the bike before I apply for the license or can I purchase a bike after I have my license?

    NO. You can get a license and never OWN a vehicle, the license says you are qualified to Drive/ride a vehicle.

    yOU CAN OWN A VEHICLE AND NOT ride ALSO.

    The licenses are the responsibility of the DPS, the vehicle ownership/registration is done by the County TAX ASSESSOR for the state.
