Opening a College savings account?

I want to open an account that puts money aside for a college savings fund. How do I approach this at a bank and what options do I have? Can I start one for some one else and have a option that it does not get touched until that person hits his college age?

    That is not a bright idea since the person may decide at age 18 to run away and be a clown taking that money with them. Put it in an account under your name with that person as beneficiary. This way you keep complete control of the money and can disburse it when you please.
