I'm gonna assume you're willing to buy stuff because well..people do that when they want a makeover. First of all, go to Walgreens..ugh I love that store. Get a mask! Mint Julep by Queen Helene or a peel off one from the Freeman or whatever, the chocolate strawberry one is good and smells nice. It'll give you radiance and clearer skin if you pair these up and use them within a weeks time, try things that'll glow you out and stuff, Sephora wise I'd say a mask would be good if it had blueberries in it.. There's one but I can't recall the name. Try a good face wash to prep your skin for foundation and stuff, of course after this you should buy more makeup.. If you want drugstore, get the wet n wild color icon palettes, try things with browns and golds..also try the almay icolor palettes for blue eyes. If not, go to Sephora and get their palettes for blue eyes..or the naked palette. It is literally perfect for so many looks, it's costly I guess but worth saving for. I say the naked 2 is better because blue eyeshadow on blue eyes just grays them out in my opinion and the naked 1 has some blues but muted ones..
Fix your eyebrows, if you have any unwanted facial hair or hair at all just wax it, it lasts and stuff. Get an illuminating lotion(glow lotion by soap and glory, pacifica coconut illuminating lotion, the body shop coconut shimmer, mac strobe cream, there's many more.) and it'll glow your arms and legs out as well. If you really want to stand out, get a good tan. Try getting the St Tropez mousse tanner or anyone that claims illumination, remember that this tan actually gradually deepens and gets better but only lasts a little while, a week tops I'm guessing. It comes with a lot so you can reapply, if drugstore then try the L'Oreal sublime tanner or Sally Hansen Airbrush Legs. Any tan will make you stand out especiially a good one, but not in a bad way lol.. Try to highlight your face, it's a really big deal and makes your face stand out. I suggest NARS albatross or Benefits High Beam. Benefit has a value set at Sephora called Legally Bronze which is the cost of high beam plus 10 dollars yet you get a full size of that, the hoola bronzer(amazing), a mascara in brown and a gold highlighter pen. Remember to highlight your cupids bow, browbone, upper cheekbones and bring it around to above your eyebrow in a C shape, then sweep the bronzer on your temples, contour your cheeks(many youtube videos state this) and bronzer on your jawline but just the excess because you don't wanna look fake. contouring your nose works too!
Mascara and eyeliner are key, I wouldn't be me if I didn't have eyeliner..or mascara even. Try doing cat eyes, it seems hard but with practice it's worth it. Also highlight the inner corner of your eyes, maintain a good skincare regimen, never sleep with makeup and if you play up your eyes heavy then try a good color that isn't too much like Blankety from mac or Toffee On The Go by maybelline, uh...well I don't know what else to say..that's it.
