I have skin EXACTLY like this. I actually use cetaphil foaming cleanser with oil control for my face wash, but I would also recommend using noxema's cream cleanser. I use this one when my skin is super dry during the winter. Other options are neutrogena's deep clean, or any drugstore gentle cleanser if your skin is super sensitive. Benefit has a great thick moisturizer that I use at nights, it is really thick and creamy. You could use that in the morning as well since your skin is so dry, personally is use any moisturizer that has spf in the morning. The cetaphil one has been working for me lately. The thing about toners that I learned recently is that they REALLY dry out your skin...big time. I don't recommend using a toner. All the dermatologists I've been to have said that. There are some toners made by dermatologists that are okay and are specialized to not strip the oils from your skin, but any regular drugstore toner definitely isn't good. I love arbonne eye cream, and use it under my eyes all the time. I would recommend an exfoliating scrub maybe from neutrogena to use once a week or less to get rid of all the dead skin. Good luck!
