Can ESD make ports on a motherboard unresponsive?

So, I got a new computer case, and I don't think I was careful and might have ended up messing up my motherboard with ESD. Everything works as it should, so when I boot it gets to the login screen, but I can't log in since neither the USB ports nor the PS/2 ports work. I also tried booting with the MB outside the case and no change occurred.

So, is it possible I screwed up the ports with ESD?

Can I fix it?

Or should I look into a new MB?

    Yes it could be the problem, or could have damaged the system board...
