Does the same laws that apply to all of the States in the USA apply to Washington DC?

No the district of Columbia is not a state.

All federal legislation applies to residents of the district. Congress has the exclusive authority to establish local ordinances in the district pursuant to the constitution but has granted local officials some authority in that matter by passing The Home Rule Act in 1973.

Yes, of course it does.
DC follows federal and state law just like any other state. There are minor differences but for the most part, they abide by the same laws.

No. DC has many more privileges, especially for government
workers and foreigners.
