In Olympic history? Most likely Europe. It has more international locations taking part within the Olympic than the Americas. Even though, the United States leads the all-time medal tally via almost 1,300 medals than 2nd placer Soviet Union. The next 9 places in that tally belongs to the ecu international locations. Also European countries (led by way of Norway) are likely to dominate the winter Olympics.

If it had anything to do with Per Capita, then that means that both Indian and China should have won more medals than the U.S., because they both have much bigger populations.

A lot of it goes on the size of the country, it's GDP and how much effort they put in to training athletes
