Dug in like a tick? what's it mean?

A tick buries its head in the skin of an animal or human, and stays there. They're difficult to remove.
So a person who's dug in like a tick is difficult to remove. Usually this person commits to a course of action that's unwise or impractical, and no amount of arguing with get him to change what he's doing.
