Quantity has a quality all its own?

Supposedly, Joseph Stalin once said when referring to investment in the Red Army, "quantity has a quality all its own." (Can't find a credible reference.)

If he said this, do you believe he was right, and does this apply to life in general when considering quantity versus quality?

    Of course quantity is also quality. If you have 400 soldiers and your enemy only has 40, the difference itself is the quality you have. (considering the skills of all soldiers are equal)

    I think this apply to life, exactly the same way like I told you above.

    A lot is better than a bit, right?
