Update:

Exclude the Countries that the Empire of Japan didn't Occupy in South, East, and Southeast Asia, also don't forget to include Oceania as well.

    President Barack Obama is the Commander-in-Chief for the USA

    Queen Elizabeth II is the head of state for the British Commonwealth

    the Military Council is the Military commander of Egypt

    Canada as all commonwealth countries the CIC is the Queen. Not sure about other countries but here the Governed General is her representative. When Canada wants to pass a bill into the law the GG signs it on behalf of the Queen. But since the GG is the representative of the Queen they are the "physical" CIC and entitled to use the term CIC.
