Would this be an example of socialism applied to sports? Everyone gets a chance even if they did not earn it?

IOC changed its rule to 2 per nation starting from this 2012 Olympics because in the past countries like China had the top 5 ranking players in tabletennis in both the men and women categories. China, too, is so dominant in some other sports like badminton, that without such 2 per nation rule, we would be seeing China taking the gold, silver, bronze medals for some of the sports (as happened in previous Olympic games).
