He can't be because he's not a British subject, though he could receive an honorary knighthood like Bob Hope, Steven Spielberg, or Ronald Reagan. Only those whose country is ruled by the British monarch can be called "Sir" or "Dame" and none of them have to be addressed by their title by anyone who isn't British, though in America, we often introduce Paul McCartney as "Sir" or Judy Dench as "Dame".
