Russia, without a doubt.

Russia sells all these countries weapons.Whom does China sell its weapons ? To nobody of course because they steal someone else's invention and produce crap for themselves.

Russia has troops in the middle of the Europe,in Kaliningrad.Does China has troops in that strategically important region ? No of course.

Russia has a lot more oil,diamond,gold,gas and other resources than China.

Russia controls 2 islands that belong to Japan.

The list goes on and on.We have to be able to recognize who is a bigger threat and never underestimate anyone.

Lots of people are worried that the US is being conned into dismantling our bombs and they still have this belief that we must still be vigilant against Russian aggression. But the truth is that Russia is in no position to fight anybody right now. It is sad, the society that put the first man into space would be pressed to defend itself. The proof is in the pudding, if they were just as mighty as they were back then, then why can't they even afford to feed their prisoners and must instead contract the mafiosi (vori v ikoinye) to do that deed? The cold war is over, people should face it, and at that, if they want to see an enemy or menace in china; then china will become an enemy and a menace.
