'Veto power' is the special power enjoyed by the Permanent members of the Security Council to bloc any resolution from being carried out. In effect any of these members can stall decisions by the others(even majority decisions) being implemented. Though this appears to be a weak point of the UN, it had to be allowed at the time of drafting of the UN Charter, to ensure the membership and full cooperation of the Big powers(USA, UK, France, Russia and China. Sometimes this power has also proved beneficial as it had helped prevent hasty decisions being immediately implemented.
