Some artists have war as a theme quite often (implicitly and explicitly)... so many:

Bob Dylan, Rage against the machine, george harrison... All the Beetles actually, a lot of punk music, Bob Marley, Loreena McKennitt (Lots of Celtic influence), Pink Floyd... etc. etc. others can chime in here.

Some songs for you (non-metal): Beneath a Phrygian Sky (McKennitt), 99 red balloons (AKA 99 Luftballons) (Nena), When the Tigers Broke Free (Pink Floyd), War (Bob Marley), Lullaby (McKennitt- William Blake Poem), Unknown Soldier (The Doors), Taps (unknown artist... I think), No Bravery (James Blunt), Blowin in the Wind (Bob Dylan), Imagine (John Lennon), Rooster (Alice in Chains), Brothers in Arms (Dire Straits), Sky Pilot (Eric Burdon), I cant Write Left Handed (Bill Withers), Red Sector A (Rush), I was only 19 (Redgum), Bad Moon Rising (Credence Clearwater)

These are war songs. They are good (some legendary). But I cannot necessarily say that I have provided "good songs about going to war," (pending the syntactical evaluation of your question).

Hopefully you like pre-year-2000 music cause there is a fair bit on this list.
