China is under the "Rule of Man" - Man can create any rule they wish by getting popular opinion (democracy or dictatorship) to believe in the new rule. Also known as 'brainwashing' or Media Control.

The "Rule of Law" places restrictions on government to allow citizens to KEEP their freedom.

The USA started out as a Constitutional Republic subject to the "Rule of Law" - However it is now devolving into a Democracy = "Rule of Man".
