can a permanent resident renew his permanent residence status even if his/her in outside of Canada?

    What do you mean by "renew permanent resident status"?

    A Canadian Permanent resident receives a PR card valid for 5 years.

    An expiring or expired PR card can be extended IN CANADA, only if the holder has fulfilled residence requirements (living in Canada for 2 years out of 5 before applying).

    If a PR card expired abroad, the holder can apply for a travel permit from a Canadian embassy or consulate abroad in order to return back to Canada, PROVIDED residence requirements have been fulfilled (residence in Canada for at least two out of five years prior to applying for the travel permit).
