Steam Gift Cards Question?

I am a player of Team Fortress 2. I want to get premium by buying a Cloak and Dagger from the Mann Co. Store. However, my brother also wants to get TF2 premium. So, we're going to get a $20 steam gift card. But, I don't know if we can split up the money in the gift card.

1) Can a steam gift card be used by two people?

2) If not, then could I send my brother $10 though steam?

The code on the card gives $20 to one account. You cannot divide it between accounts.
