SEAL training rotation?

Why do SEALs spend 18 months training, and then 6 months deployed in one rotation? Many other Special Operations Forces only train for 6 months and deploy for 6 months and they are just as capable as SEAL teams.

    Because seals have their primary mission requirements that they have to maintain

    IE hydrographic recon, demolition

    2. because seals are mainly first term sailors, thier turn over is greater than say army special forces, which is career soldiers or marsoc which is career marines

    IE: there are always seals leaving the service after thier first enlistment and new seals replacing them

    where army special forces doesn't have that issue on an ODA
