The United States court system is comprised of 98 districts containing state and local level courts. These districts are doled into 12 federal circuits that include the appellate courts. The US Supreme Court that is located across the street from Capitol Hill in Washington, DC is where federal cases are held at the highest level. However, a federal case can be held in a lower court, but a higher court can elect to view the case or pass in injunction to deny the ruling. So, jurors are selected at the local level even for federal cases done at the circuit level. If need be, a case may file for a change of venue and the case can be moved, where it is moved to will select the jurors. The Supreme Court, I am sure you know, does not have jurors.
