In order to facilitate matters, the city government established refuges for

those citizens who could not leave the city,one of these refuges being the

massive Louisiana Superdome that provided shelter for approximately 26,000

people.However,the amenities were only available for 15,000 peple,and as

there were no power or toilet facilities,violence and illness soon broke out.

The storm ravaged New Orleans,leaving 80% of the city underwater.US

Coast Guard helicopters flew over the flooded areas,rescuing survivors who had

climbed onto the roofs of their homes in order to escape the floods.

Chaos ensued as many people were left homeless and began to loot store

in order to get food to eat.Murders,carjackings,and theft were so common

that the National Guard had to be called in to restore order.Other disaster

recovery efforts occurred in response to Katrina.Federal aid finally began to

pour in to help care for the survivors and assist in the clean up.
