    x = -2 is a vertical line

    We need a horizontal line with y = 1

    y = 1

    Notice that x = -2 is a vertical line since any coordinate on x = -2 must take the form:

    (-2, c), for some c.

    It should be apparent that all such points form a vertical line.

    Any line perpendicular to a vertical line must be horizontal; thus, the required line is the horizontal line that passes through (2, 1), which is y = 1.

    x=-2 is a vertical line, so the line perpendicular to x=-2 will be horizontal and ergo have a slope (m) of 0.

    y=mx+b

    1=0(2) + b

    b=1

    So the line will be y=1
