Which is the most powerful, nuclear or biological weapons and why?

They are both equally powerful in their own unique ways. A nuclear weapon, dropped in a large metropolitan area, can be just as devastating as using a biological weapon in the same situation. A nuclear bomb may cause death in the most horrific of ways, but a virus spreading throughout a country can have just as deadly an impact - even worse perhaps.
Really, it all comes down to the megatons in the nuclear weapon and the type of virus in the biological device.

Purpose of nuclear weapons and why they are more powerful, is to take out major cities in seconds. Biological weapons are being destroyed because the damage it could do and cause. What does that country have to do to rid of the bio weapon used against them? Find out the Virus/disease that was used, see if cure is possible or not, study the side effects of the infected to know who all is infected and who isn't and if it has spread to other cities, go into quarantine mode to make sure virus/disease does not spread, cure it if possible and if not, let the infected die. Viruses/disease needs a host to live and if it can not spread to another host, the virus/disease can not spread. Burning of bodies and possibly cities might happen to completely rid of it "like small pox" or mass graves of the infected very far away from population. Just think of a zombie outbreak happened.

Biologic I would believe since such was banned under the Geneva convention.

Nuclear, not only does it dessicate life, but demolishes the land and infrastructure around it.
