Can I use music in my youtube video?
I wanna add music to the background but im afraid video will be deleted due to copyright.
If in the video description i say what song it is and by who, then is it still copyright?

Yep, all music is copyrighted in the USA, meaning that you need a LICENSE to reproduce, publish, distribute, perform, display or digitally transmit it, which is what "upload" means.
If you can find a royalty-free license, feel free to mention that in your description. If you can find a Creative Commons "attribute only" (CC-BY) license, feel free to mention that in your description.
Just saying where you stole the song is not a license and actually makes it easier for them to sue you, given proof that you KNEW it wasn't yours and you published it anyway.

yeah but some musics which are heavily modified can escape the system
