Quantum computers exist, though not really much as commercially available products. They don't have that many qubits yet either. Though in 2011 the first commercially available quantum annealer was made available through D-Wave Systems.

Honestly, it would be in the government's interest to keep them off the market...

Quantum computers have been sold, but I think we will see services that rent out time on the machine, x dollars per computation, before we see many sales.
