What is racial loyalty and is it racism?

Someone said they weren't racist, just practicing racial loyalty. Can anyone explain that to me?

racial loyalty? lol thats dumb! how about loyalty to humanity. welll, but then that sounds like aliens are coming to earth or something. i dont know.
