I live in Kentucky (near Cincinnati) but i really want to go to the University of Cinicinnati. My parents want me to go to University of Kentucky bc of scholarships. You are a minority because you are female, and African American.
You are also looking for a career in the sciences, OBGYN.

I would apply to any school you *want* because you are what colleges want to see succeed for the reasons mentioned above. I would look to colleges in New York, Mass., and California or even Ivy League schools. I wouldn't be surprised if you got in, plus it couldn't hurt. How will a $50 application fee and an application to any Ivy college hurt? Do it.

You can get a full ride, scholarships, or any financial support really.

While racism still exists in the larger society, it's almost non-existent at colleges. If you are not well-liked at UK or anywhere else, it won't be because of your color but because of how you act and treat others yourself.

Most colleges today, even in the South, have foreign exchange students from all over the world, including Africa and Muslim countries, they are very cosmopolitan.

Where you finally go to school may depend on scholarships, or which college has lowest overall tuition, or room and board if you live in a college dorm.
Think about how much money and time you will spend for 4 years in just travel from college back to home. IMO, it's better to find the best college that is also nearest to your parents home. You may likely want to return home monthly, during holidays, summer, etc.

Going to a Kentucky college saves money because if you went to one outside your state, there will likely be "non-resident" fees that can double your tuition. (residents of a state pay lower tuition, because your parents' state taxes help pay for college costs in Kentucky -- take advantage of that)

To be a medical doctor or OB/GYN, you must spend 4-6 years at a Medical School, AFTER you earn your BA. It doesn't matter where you get your BA. It matters that you get at least a 3.5 GPA, and have excellent references from your school experiences to gain admission to a medical school later.

Find out if University of Cincinnati or UK has a medical school if you want to stay in same campus area. Most likely you will have to move to another campus after your BA.

Check with your high school counselors to be sure you are NOW taking all secondary courses that will help you to better achieve your goals. Good luck.

More racism in Ohio than in Kentucky? What a joke. Scholarships are nice and they help in paying for college, but if UoC is advanced in physician training see to it that you try to go there, unless your parents don't have the money than be respectable and go to UoK
