It would not necessarily be racist, but apart from the "abide by the Constitution of the United States", they are all potentially radical if the means through which these goals are achieved are radical. As they stand, they have the potential to be anything from fruitcake Tea Party goals, through the much more sensible and intelligent Ron Paul's goals, to Anarcho-Capitalist goals.

PS: I highly doubt it is possible to eliminate national debt. Becoming a net creditor would be a more realistic scenario. A country not having foreign debt would basically chastise it's own public sector, and then I mean all of the public sector, including the US Armed Forces and its self-defense capability. Foreign credit is absolutely vital for an economy in growth, but it must not be taken so far that it is unsustainable, like the US' economy. Plus you would have to raise taxes not only to get rid off the debt, but also to make up for the great economic loss the public sector loses due to it not being able to make use of foreign money in times of budget deficit.

Particularly that last one. Local independence is a dog whistle for letting cities, counties and states promote a Racist agenda.

But really the biggest problem is your ideas are nothing meaningful. They are slogans, not actual substantive policy. They rely on the emotional resonance. That does make them the tools of the radical, since genuine works would be so broad and extensive that they don't have the same quality of emotion.
