    Might depend on context, but generally a person who is 'not talking' to somebody else wants nothing to do with them. Usually it's in the context of a workplace or similar, when those two people work near each other but one doesn't want to be friendly with the other.

    Two possible meanings - only context would indicate which is meant.

    1. I am asking you if you have decided to refuse to talk to me.

    2. I am asking whether the things you are saying are in fact directed at me, or at someone else.

    The answer should be, "Yes I am talking to you". OR "No I am not talking to you".

    Yes, by itself, agrees with / affirms the statement, "you are not talking to me."

    It means, you're not talking to me? So someone is assuming that you aren't speaking to them.
