Who makes the decision to use a nuclear weapon? Is there a process?

Is there a process to using it? Like does it have to be approved through a chain of leaders or something? Would the person who gives the OK for it be able to just wake up one day and decide to use it?

I just watched "The Dead Zone" and in the one scene the president wakes up in the middle of the night and decides to nuke the world, so just wondering what safeguards are in place, if any.

Thanks

Update:

yes, I mean the U.S.

Update 2:

So the president can just wake up tomorrow and give the order for a nuclear strike, with no other approval needed?

The president needs concurrence of two other national command authority members

IE: cabinet members, specific 4 star military members

The president does NOT have the authority on thier own, to launch nuclear weapons

The exact process is probably secret to stop manipulation but as the civilian head of the armed forces the President has the ultimate authority on whether or not to launch nuclear weapons.

If the president is killed or the central goverment of the USA is taken out by a preemptive nuclear strike by another state there are most likely procedures in place to decide whether or not to attack the confronting country, or to transfer the nuclear weapons to another friendly state.

No there is a two-man rule. The President is the only one who can authorize it but he cannot order a strike alone. As long as the natural chain of command is in order the 2nd person to confirm the order would be the Secretary of Defense.

That would be the Commander and Chief of the Armed forces. The President. Only he/she can order a nuclear strike, and only the President is needed to do so.

For america, Im assuming the President makes the call after meeting with the Joint Chiefs, Sec of State, Def, VP and Speaker.

If the President wanted to launch a nuke right now, he could.

These decisions are political, not spur-of-the-moment. There are people watching the president in case he goes totally bonkers, like psychiatrists and military generals and such.

And just think... Republicans thought Palin was Presidential material.
