Why doesn't LA noire have any diversity?

Ithe games characters are all white and there are no Hispanic or Asian characters despite the Los Angeles setting

The time setting for L.A. Noire is 1947. There weren't as many ethnic people in Los Angeles that long ago for a few reasons. Basically back in the 1940's, the WW2 was still sort of on everyone's minds and immigrants and refugees weren't really accepted as much. The game actually touches on racism quite a bit as you play.
