Why do you live outside the USA if you have a Green Card. You're supposed to live INSIDE the USA. You can lose your Green Card privileges if you live outside the USA. And no, you cannot petition for your son if you live OUTSIDE the USA as a Permanent Resident. If you live INSIDE the USA, yes you can, but it will take a while for him to get his papers, and probably if he's 23 years old and not married, he will get married at some point, so .... you better travel back to the USA, wait 5 years, and then become a US Citizen (that is, if they allow you to come back in the USA.)

Wondering if you can get green card for your children? Yes. You can. If you are a U.S. Citizen, then you may petition your spouse, parent(s) and children for a Green Card status. Whereas if you a Legal Permanent Resident (green card holder), you can sponsor only your spouse and unmarried children.

As a U.S. Citizen, and if your child lives in the U.S. and is both unmarried and under the age of 21, then you can submit Form I-130 and Form I-485 at the same time. This is generally the fastest way to apply for a Green Card. As a Legal Permanent Resident, if your child is married or over 21 or lives outside the U.S., then you must wait for the Form I-130 to be approved before moving to the next step in the process.

Yes, you can file I-130 Petition. However, currently there is 8 year (20 years if he is Mexico citizen, 11 years if he is Philippines citizen) of waiting until he is able to apply immigrant visa at US embassy/Consulate. During that time, he has to maintain not married status.

If you live outside the US, you do not have a green card. You lost your status when you moved away.

No. You cannot file any petition for your adult child's immigration. You are not a US citizen. Furthermore, you must be a US citizen actually residing in the US, and earning enough to support yourself, all other dependents (e.g. spouse, minor children), plus the son you petition for.

yes if you live in the US ... but no if you dont live here

If you have left for over a year your green card is now void ...
