I'd suggest going in person to try on prom dresses, instead of ordering online. You can get the most flattering fit that way. :)
If you're plus-size, try http://www.jcpenney.com/dotcom/juniors-guys/view-a... Since it's a department store, you can try on most of those dresses at the store.
If you're not (because it is still possible to be very self conscious about their weight and not be plus size), you do have a wider range of dresses. I still suggest going in and trying things on. It can be frustrating, but eventually you'll find the perfect dress.
You can pick either a short or long dress, but stay away from tea-length (about mid-calf, http://www.davidsbridal.com/Product_Style-Satin-Wi... ) because it'll cut you off at the wrong place and make you look wider and shorter.
Whatever neckline you feel pretty in is good, but when you're trying on dresses, start with one shoulder (http://www.promgirl.com/shop/dresses/viewitem-PD73... ) and see how it looks on you.
Ball gowns (http://www.promgirl.com/shop/dresses/viewitem-PD73... ) are gorgeous, but they're not for everyone. If you think you may want one, try it on and see how it looks.
Stay away from mermaid (http://www.promgirl.com/shop/dresses/viewitem-PD76... ) unless you have your heart set on one. They're not flattering to girls with any hips/thighs/stomach at all, whether they're size 4 or size 18.
