Does such a place exist?
I'm looking to move to a place with the following characteristics:
low cost of living and low taxes (like TN), mountainous and green, reasonably mild winters (like GA), Low population, but close to a larger town where I could find work and intelligent educated people. I currently live in the mountains in the SE US, but there is no culture, no meaningful work and the majority of the people are ignorant and close minded. Am I looking for something that does not exist or have I just not found it yet?

woah not asking for a lot there then... I suggest moving to the south then I saw the intelligent educated people. Not everyone in the south is dumb but some lack proper educational skills, although if you're looking for a home from home family then the south is the place to be. It's open space, there is some really beautiful wild life and people are really friendly and welcoming.
I suggest you move to the south west coast,Colorado, the views in Colorado are spectacular and the people are really nice. I'm not sure about the living costs though but I think if you like some where enough you can be prepared to make a sacrifice there is good jobs there and most of the people are educated to a degree level. Abbott, Texas. native land of Willie Nelson. it somewhat is nonetheless caught in a time warp someplace devoid of site visitors lights & speedy food joints. be counted of certainty, i don't even think of they have a suitable food market yet the two.
