He was certainly one of the greater, and more known, Roman leaders. I don't know enough about Qin Shi Huang ((秦始皇)) to compare the two, apart from the fact that August Caesar is regarded first emperor of Rome, and Qin Shi Huang is regarded as the first emperor of a unified China.

Well that is a value judgment - and I'd say he was way up there - but scripture does mention him in Revelation. His name "Oct" means eight - and this passages describes him:
Rev 17:10 And there are seven kings: five are fallen, and one is, [and] the other is not yet come; and when he cometh, he must continue a short space.
Rev 17:11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.
