And in order of importance. Which is most important factor?
CC? Hp? Weight? 4 or 2 wheel drive? torque?

AIr drag coefficient, gear ratios, tire size (and rating), ambient air temperature, fuel quality and the insanity level of the driver.
The biggest limiting factor is the insanity level of the driver! Several drivers have died pushing the limits of engineering (which were exceeded), but is is clear that the insanity level was not exceeded because those speed were sooner or later achieved with better engineering.
