How is Leviathan by Scott Westerfeld a utopian/dystopian novel?

In my Language Arts class, we are in a Utopia unit. I looked for good utopian books, and many people recommended Leviathan by Scott Westerfeld. However, after reading the book, I can't figure out how it relates to a utopia. Any help would be greatly appreciated!

    No... I'm not entirely sure how it's utopian. It's certainly very dystopian though. It's a fictionalised version of the most bloody war in human history, not to mention an apparent conspiracy between the world's governments to start it.
