It does not regulate either. It is a plan and a concept whereby insurance exchanges in each state will offer policies for the individual to choose from. Insurance can only be regulated by the states.The ACA is legislation that creates a means for everyone to become insured in order to get medical treatment. It has many provisions that improve on the current medical insurance system. Yes ... it does both. You need to understand that the only way that we can have everyone get health insurance is to mandate its purchase by employers or individuals, which is one of the factors that is before the Supreme Court, and also you would need a Public Option Insurance, paid for by the government and supposedly funded through fines to businesses and individuals that would be levied and collected by the Internal Revenue Service. Then comes the cost effectiveness of providing employees with health care or paying the fines. You'll either end up with a totally socialized health care system, in which the government would say what health care is authorized for whom and they would set the amount that the health care provider can charge for that service or you'll end up closing a lot of small businesses that can not afford the health care insurance or the fines. Canada has a socialized health care system and people wait for months to years to get an MRI and late life treatment is done on a cost effective basis instead of the preservation of life. I agree that people who are terminal should be allowed to pass away naturally and oppose mandated life support, but the refusal of life support seams even more inhumane.

both, it is just the Insurance mandate is the most obvious But it is full of traps and falls about cost of Govt Health Care and what is actually covered. Why do you think no one knew what was in it?

All the regulations are about insurance companies who wish to participate in the insurance exchange--what and who they must cover.
