Would this be considered a moped in the state of iowa?

    According to Iowa Department of Transportation website, Iowa law defines a moped as a "motor vehicle having a saddle or a seat for the use of a rider, designed to travel on not more than three wheels in contract with the ground and not capable of operating at a speed in excess of 30 miles per hour on level ground unassisted by human power." This definition was modified to allow for electric engines or motors.

    You are looking at a motorcycle, not a moped.

    Nope. It's a motorcycle. Iowa says Mopeds must not be capable of going faster than 30 MPH.
