In the 70th Games, they caused an earthquake, which in turn caused the dam to break and the arena to flood.

In the 50th Games, although it's never specified, I believe the Gamemakers sent the pink birds to kill Maysilee after she and Haymitch ended their alliance.

In the 74th Games, they created the Tracker Jackers that Katniss used to attack some of the tributes (Glimmer included). They also created the wolf muttations and made them look like the dead tributes.

In the 75th Games, they pretty much controlled everything.
