if you are cooking the chicken, no.

If you are thawing the chicken, yes.

Why would the water have to be cold to just heat up.

No reason to bring it to a boil before boiling the chicken either.

Boil the water in a pan to cook it and once its boiling put the chicken in and continue to boil until chicken is at 165 degrees Farenheit

It is only bad if the 'raw' chicken is still alive. Otherwise, no problem. The only requirement is to make sure the chicken is cooked thoroughly before harmful bacterial colonies have a chance to grow and leave their toxins.

The quicker the heat gets to the poultry the better. A slow warm up is a bad thing. So into rapidly boiling water and bring it back to the boil asap.

It's "safe" to put raw chicken into boiling water, but will make it tough fairly quickly since breasts especially will stay tender more easily when simmered or poached in water rather than boiled.

Check out my answers here about the differences between those techniques, and more on cooking them in liquid, etc (some overlap):

No, that's perfect to drop the chicken into simmering water. That's how you poach chicken.
