Would a guy be a player if he keeps on chasing after a girl?

Chasing itself does not make someone a player, everyone chases. It's what they do once they catch you that defines if they are a player or not.
A player goes after what they want then once they get it they discard the prey with no concern for the damage they cause. They only care about themselves.
If someone chases then once they get you they stay in a relationship because they care about you then they are not a player.
Players come in both sexes so I have kept this answer non generic.

A wise woman once told me the best game you can run is not taking no for an answer. Easy to take out of context, but no. A player is an equal opportunity *** tapper. If he's really hung up on one girl, it's hard to tell. Maybe he wants to hit and quit, or maybe he really likes her. If she is you, give him a chance but don't put out for a little while.

players "chase" too. the difference is, just more than one woman at a time.
