Is Arkansas considered a mid-west state?

The US Census Bureau does not include states south of the Ohio River and south of Missouri and Kansas in the Midwest. See map at

And I expect that the people in the 12 states of the Midwest would be surprised that someone from Arkansas considered themselves midwestern, but if they want to, it's not against the law. Cultural regions are in the eye of the beholder. For example, some people in Kentucky consider themselves midwesterners.
Bucking the trend, the US National Park Service includes Arkansas in their Midwest region.

No. It is a Southern State.
