If you feel they are both so poor you need another to back it up, why have either?

no, on windows, only one antivirus programs are able to run at a time, sometimes two may run at the same time but they will clash and will cause problems, so the short answer is no, one at a time is recommended

no need to do and that won't increase your protection, only use one paid antivirus to get full protection while free only provide basic protection.
